Description |
These regulations under the Farm Products Agencies Act (FPAA) are granted by the Governor in Council to allow national agencies created under the FPAA to establish quotas for national and provincial production of poultry and eggs to meet market demand and maintain market stability. The quota amendment is presented by each agency for approval by the Farm Products Council of Canada at least on an annual basis and more frequently as supply and market conditions warrant. |

Description |
These orders under the Farm Products Agencies Act (FPAA) are granted by the Governor in Council to allow national agencies created under the FPAA to collect levies on the production of the product, so that they are able to self-finance their operations as required under the FPAA. Amendments to the levies order are presented by each agency for approval by the Farm Products Council of Canada at least on an annual basis and more frequently as supply and financial conditions demand. |

Description |
The proposal would make housekeeping regulatory amendments to address housekeeping issues raised by the Standing Joint Committee for the Scrutiny of Regulations concerning definitions and respective schedule in 2002, 2008 and 2015. Amendments to the Proclamation are underway and are required prior to amending the Delegation of Authority Order. |

Description |
These Federal Delegation Orders are granted by the Governor in Council to allow the provincial commodity boards to regulate the marketing of the products in interprovincial and export trade.
Amendments could include: updating the name of the commodity board, the name of the provincial act; reviewing the definition of the product to ensure that it is consistent with the provincial definition; and/or removing the term “by order†from sections 3 and/or 4 of these orders to facilitate streamlining the setting of levies.
Due to increasing concerns raised by the Standing Joint Committee for the Scrutiny of Regulations, a full review out of all Orders was initiated in 2017.

The new Federal Delegation Orders are granted by the Governor in Council to allow the provincial commodity boards to regulate the marketing of the products in interprovincial and export trade. |
Regulatory cooperation efforts (domestic and international) |
Federal Delegation Orders facilitate interprovincial and export trade by authorizing provincial commodity boards to regulate the marketing of agricultural commodities to the same extent that they regulate marketing in intraprovincial trade, creating a comprehensive marketing scheme. |

Consultations |
Consultations on all proposed orders are conducted with provincial commodity boards and provincial supervisory boards on an ongoing basis via email and face-to-face meetings. There may be a consultation opportunity through the pre-publication in the Canada Gazette, Part l in the 2019-2021 planning period. The Forward Regulatory Plan will be updated as more information becomes available. |
