*Description:
Canada and 179 other countries are signatories to the International Convention on the Harmonized System Commodity Description and Coding System. This proposal would amend the Schedule to the Customs Tariff to incorporate the updates to the Harmonized System (HS) pursuant to the five-year cyclical review as per the terms of this Convention of the World Customs Organization (WCO). Canada has an international obligation to ensure that such updates become effective on January 1, 2022.
Regulatory cooperation efforts (domestic and international)
The World Customs Organization (WCO) manages this process through the Harmonized System Committee (representing the Contracting Parties to the Convention), which examines policy matters, and takes decisions on classification questions. The Canada Border Services Agency (CBSA) represents Canada on the Harmonized System Review Committee and conducts consultations with affected Canadian industry, as required, during the discussions at the WCO to ensure that the recommended amendments to the HS reflect the Canadian interests, including those of Canadian industry.
Potential impacts on Canadians, including businesses
This proposal amends the Schedule to the Customs Tariff to implement the updated Harmonized System. There is no change (increase or decrease) in the administrative burden imposed on business as a result of this proposal. The amendments are technical in nature and do not involve any changes in tariff policy. These changes are rate neutral and revenue neutral. The Small Business Lens is not expected to apply.
Consultations
This proposal is a revenue neutral exercise developed in collaboration with Canada Border Services Agency and Statistics Canada, and would not require any public consultations.
