Description

Health Canada is proposing amendments to the Cannabis Regulations to protect public health and safety, in particular by protecting young persons and others from inducements to use inhaled cannabis extracts.

The proposed amendments would restrict the production, sale, promotion, packaging, or labelling of inhaled cannabis extracts with a certain flavours, other than the flavour of cannabis.

The proposed restrictions would align with the proposed Order Amending Schedules 2 and 3 to the Tobacco and Vaping Products Act (Flavours) and the proposed Standards for Vaping Products' Sensory Attributes Regulations.

This initiative is not part of a formal regulatory cooperation work plan.

Potential impacts on Canadians, including businesses

The proposed amendments may have an impact on licensed processors, medical sale licence holders, and provincially or territorially authorized retailers. The proposed amendments will require that licence holders produce and sell cannabis products that comply with the proposed new requirements.

Consultations

Health Canada pre-published the proposed changes in the Canada Gazette, Part I, on June 19, 2021 with a 75-day public comment period.
