Description
Health Canada is proposing amendments to the Carriages and Strollers Regulations to align the terminology with current usage and to provide clearer definitions, which would support innovative product design while enhancing safety for carriages and strollers.
The current Regulations contain performance requirements and test methods that may not address the hazards related to designs developed after 1985.
The current requirements also restrict the use of some new design features even if they pose minimal risk possibly limiting Canadian consumer access to such products.
This regulatory initiative is part of Health Canada's Regulatory Stock Review Plan.
Regulatory cooperation efforts (domestic and international)
This initiative is not part of a formal regulatory cooperation work plan.
This proposal supports international alignment by the incorporation of international standards.
Potential impacts on Canadians, including businesses
While there are expected impacts on industry, these are anticipated to be minimal due to efforts to align with the international standard and reduce regulatory burden.
Consultations
Health Canada pre-published the proposed changes in the Canada Gazette, Part I, on June 11, 2022, with a 70-day consultation period.
Health Canada plans to publish the proposed changes in Canada Gazette, Part II in spring 2023.
