Description

Health Canada is proposing to require manufacturers and importers of vaping products to provide timely and relevant information on the composition and sales of their vaping products to Health Canada, which would then be used to inform the development of policies and regulations.

Regulatory cooperation efforts (domestic and international)

This initiative is not part of a formal regulatory cooperation work plan.

Potential impacts on Canadians, including businesses

This regulatory proposal would affect manufacturers and importers of vaping products (vaping devices and substances) who would be required to prepare reports that must be submitted to the Minister of Health. This regulatory proposal is not expected to directly affect Canadian consumers.

There are no expected impacts on international trade or investment, since this is not a pre-market approval process.

Consultations

Health Canada consulted Canadians on the proposed Vaping Products Reporting Regulations through the publication of a consultation paper in August 2017.

Health Canada pre-published the proposed changes in the Canada Gazette, Part I, on June 18, 2022 with a 45-day public comment period

Health Canada plans to publish the proposed changes in Canada Gazette, Part II in spring 2023.
