Cancellations and Refusals of Certain Temporary Resident and Other Documents – Amendments to the Immigration and Refugee Protection Regulations (IRPR)

Description
The proposed amendments to the Immigration and Refugee Protection Regulations would strengthen authorities for the cancellation of temporary resident visas, Electronic Travel Authorizations (eTAs) and other temporary resident documents on specified grounds. The regulations would clarify the scenarios for cancellation of temporary resident documents and provide more explicit authority to refuse an eTA.
The proposal is intended to facilitate the travel of only legitimate and genuine visitors for the purposes of contributing to the social, cultural and economic benefits to Canada, while protecting the integrity of Canada’s immigration program and the safety and security of Canadians.
Regulatory cooperation efforts (domestic and international)
The authorities sought are intended to align with the proposed regulatory amendments planned by the Canada Border Services Agency (CBSA) to automatically cancel certain immigration documents (temporary resident visas, eTAs, work permits, study permits, and temporary resident permits) following the issuance of a removal order.

There are no expected impacts on Canadians or Canadian businesses.
Consultations
The public will have the opportunity to comment on the text of the proposed regulatory amendments when they are pre-published in the Canada Gazette, targeted for fall 2021.
During the development of this proposal, consultations will continue between Immigration, Refugees and Citizenship Canada (IRCC) and the Canada Border Services Agency (CBSA) as the two Departments work closely together to administer and enforce the IRPA and IRPR.
