Enabling Act: Immigration and Refugee Protection Act
Description
The objective of these amendments to the Immigration and Refugee Protection Regulations is to make further enhancements to the Temporary Foreign Worker Program (TFW) and International Mobility Program employer compliance regimes, including new conditions on employers, to strengthen protections for foreign workers. In light of the COVID-19 global pandemic, the Department in collaboration with Employment and Social Development Canada will undertake further regulatory amendments to strengthen the integrity and oversight of temporary foreign worker accommodations by establishing accommodation requirements for the TFW Program.

Potential impacts on Canadians, including businesses
While the proposed regulations are expected to create some compliance costs and administrative burden for businesses who hire temporary foreign workers, the amendments are expected to result in an overall benefit. The amendments are aimed at protecting foreign workers and would also provide benefits to Canadians and employers.
Consultations
The target date for pre-publication of the amendments in the Canada Gazette, Part 1, is spring 2021, for a 30-day comment period.
