Administrative Burden Baseline: Update 2019
The Administrative Burden Baseline (ABB) provides Canadians with a clear metric on the total number of requirements in federal regulations and associated forms that impose administrative burden on business. This baseline contributes to the openness and transparency of the federal regulatory system.
In 2019, the department's overall ABB count was 3,634, representing a slight increase from its baseline count of 3,560 in 2018.
The increase can be attributed to:
- An increase of four under the Radiocommunication Regulations, due to the new issue of RSP-100 for the Certification of Radio Apparatus and Broadcasting Equipment. Additional fields are required to clearly identify the wireless device being certified for the Canadian market.
- An increase of 26 under the Trademarks Regulations, as amendments were made to comply with the requirements of three treaties (Singapore Treaty on the Law of Trademarks, the Madrid Protocol, and the Nice Agreement), while also including changes to modernize the administration of trademark rights to align with modern business practices and increase clarity and legal certainty for users of the trademark system.
- An increase of 44 under the Industrial Design Regulations, due to amendments necessary for Canada to accede to the Hague Agreement. The increase of administrative burden reflects the added administrative requirements provided for in the treaty (e.g., requirements needed to file an international application).
Since 2014, ISED has decreased its ABB count by 206 from the initial count of 3,840.
