Initiative(s) planned for the Canada Gazette, Part I

Regulations amending the Transportation Information Regulations (Air travel performance data collection – Phase II)

Enabling act

Transportation Modernization Act (S.C. 2018, c. 10)

Description

The proposed regulatory amendments to the Transportation Information Regulations require Canadian airports, the Canadian Transportation Agency and the Canada Border Services Agency to report on their performance metrics. They would have to report to Transport Canada for it to measure the experience of travellers within the transportation system to, from or within Canada.

Potential impacts on Canadians, including businesses

Transport Canada expects the impact on Canadians will be positive, as it will use the data to inform the general public about the best and most efficient travel options and other components of the transportation system.

Transport Canada has not assessed the impact on businesses yet, but it should be in the same range as the impact calculated for the regulations changing the Transportation Information Regulations (Air Travel Performance Data Collection Phase I).

Regulatory cooperation efforts (domestic and international)

Transport Canada expects that this proposal will not affect regulatory cooperation efforts.

Consultations

Transport Canada has not held any formal consultations at this stage. The Data and Performance Monitoring Working Group that is housed under the umbrella of the Air Consultative Committee, will be discussing it in due course. In addition, the department has held informal meetings with representatives of Canadian airports.

Timelines have been delayed due to the COVID-19 pandemic. The date of pre-publication in Canada Gazette, Part I is unknown.
